East London Teacher Receives Lifetime Ban for Serious Professional Misconduct
A former primary school teacher in East London has been permanently prohibited from teaching after a professional conduct panel uncovered a disturbing pattern of inappropriate behavior toward pupils. Carl Dixon, who taught at Davies Lane Primary School in Waltham Forest between November 2017 and January 2020, has been banned indefinitely from the teaching profession following a Teaching Regulation Agency investigation.
Sexually Motivated Conduct and Coercive Behavior
The panel found Dixon guilty of multiple serious breaches of professional boundaries. Most alarmingly, he asked a female pupil, referred to as Pupil 9, on a date, hugged her, and touched her bottom during the embrace—an act the panel determined was sexually motivated. Immediately after asking the pupil on a date, Dixon attempted to dismiss the comment by saying, "ooh sorry, don't know what that was about," but Pupil 9 reported feeling "awkward for a few weeks after that."
Dixon further engaged in coercive behavior by telling other pupils they could "do anything you want" if Pupil 9 gave him a hug. This manipulation created an unhealthy dynamic within the classroom environment.
Secret Communications and Hidden Meetings
The teacher developed a system of secret communication with pupils, sticking personalized Post-it notes to the back of their workbooks where they were hidden from view. He would later retrieve or destroy these notes to conceal the exchanges. Dixon also regularly breached school lunchtime rules by inviting "favorite" pupils to join him secretly in his classroom, explicitly instructing them to hide if other staff members entered.
During these clandestine lunchtime sessions, Dixon would reward pupils with cookies. When questioned about these allegations, Dixon claimed, "There was nowhere in the classroom where multiple children could hide, and there was no secrecy. The door was open, and staff regularly walked in and out." However, the panel found compelling evidence to the contrary.
Dishonest Safeguarding Declaration
Dixon's misconduct extended to his initial employment at the school. When applying for his position in January 2018, he dishonestly completed a safeguarding form by falsely claiming he had never been known to authorities as a potential risk to children. In reality, Dixon had been arrested for alleged indecent exposure in 2013. Although he was found not guilty in court, a safeguarding strategy meeting concluded that on the balance of probabilities, he likely posed a risk to children.
By concealing this crucial information, Dixon bypassed the school's safer recruitment procedures, potentially putting pupils at risk from the beginning of his employment.
Early Warning Signs and Parental Concerns
Red flags emerged long before Dixon's resignation. In January 2017, a parent complained that her child had received notes from Dixon "requesting to be his friend, some of them containing sad faces." In November 2019, another parent reported that Dixon "always played with [her child] more in the playground" and that her child considered him her "best friend."
The inappropriate behavior first came to official attention in November 2019 when Local Authority Designated Officers visited the school to discuss "safe and unsafe behaviors" with pupils. Several children spoke privately about the secret notes, triggering the investigation that ultimately led to Dixon's ban.
Lack of Insight and Remorse
Despite overwhelming evidence, Dixon denied all allegations, claiming his actions were not sexual in nature and that he had "never hugged a pupil or touched a pupil inappropriately." The panel noted his complete lack of insight and remorse, concluding that his failure to take responsibility demonstrated a real risk that he could repeat the behavior.
Acting on behalf of the Secretary of State, decision-maker David Oatley stated that Dixon's actions involved "serious dishonesty, coercive behavior and sexually motivated conduct." As a result, Dixon has been indefinitely prohibited from teaching in any school, sixth form college, youth accommodation, or children's home in England, and has been stripped of the right to ever apply for restoration of his teaching eligibility.
The case highlights the critical importance of robust safeguarding procedures in educational settings and serves as a stark reminder of the professional boundaries teachers must maintain with their pupils.
