CCTV footage has led to a conviction and a significant financial penalty for a man who illegally dumped a large household item in North London. The brazen act of fly-tipping was captured by the council's mobile enforcement cameras, resulting in a court case more than a year later.
The Incident and Evidence
Rayko Zahariev, a 34-year-old from Enfield, was recorded on July 17, 2024, disposing of a bulky white item from the back of his Ford Transit van on Nobel Road in Edmonton. The clear video evidence provided by Enfield Council's waste enforcement team was pivotal in the case.
Despite being sent a letter and contacted by the council's investigators following the incident, Zahariev failed to cooperate with their enquiries. His lack of engagement ultimately led to further legal action.
Arrest and Court Outcome
Over a year after the offence, on November 13, 2025, Zahariev was arrested and detained at Hatfield Police Station. He subsequently appeared at Highbury Corner Magistrates' Court in North London, where he pleaded guilty to the fly-tipping charges.
The magistrates ordered him to pay a total of £1,967. This sum was broken down into a £475 fine, £1,352 to cover the Council's costs, and a £140 victim surcharge.
Council's Zero-Tolerance Stance
Councillor Rick Jewell, Enfield Council's Cabinet Member for Transport and Waste, condemned the actions. He stated the defendant had shown a "blatant disregard for the council and the law" by thinking he could dump waste on public streets and escape consequences.
Cllr Jewell reiterated the borough's zero-tolerance policy on fly-tipping and reminded residents of legal alternatives. "We offer all residents a free bulky waste doorstep collection and provide two facilities for the disposal of household waste at Barrowell Green and Edmonton Eco Park," he said.
