West London Council Expands E-Bike Options, Doubling Operators to Four

Hammersmith and Fulham Council has approved plans to double the number of e-bike operators in the borough from two to four, aiming to enhance service standards and promote active travel. Previously, only Lime and Forest were available, but the council has now greenlit two additional operators, whose identities remain undisclosed at this time.

This move aligns with neighboring Kensington and Chelsea, which already permits four operators, including Bolt and Voi alongside Lime and Forest. The decision reflects a broader effort to regulate dockless e-bike schemes more effectively across London.

Clearer Regulations and Oversight

The council plans to establish clearer requirements with providers and allocate dedicated resources to manage oversight. This includes hiring a specific officer to monitor the schemes, ensuring compliance with new terms and conditions, such as bay-only parking.

Council officers highlighted that the existing agreements would benefit from further clarity on service standards and a review of fees. They noted anecdotal evidence that exclusive deals with single operators in other boroughs have led to difficulties, as users from other e-bike services can still ride into those areas.

"If an operator is to launch its service in LBHF, it is better that it takes place within a clear and efficient regulatory framework set by the Council," the officers stated in council documents.

Addressing Challenges and Growth

The council acknowledges potential downsides to introducing more operators, including increased negative impacts from a higher number of bikes and greater demands on officer time. In recent years, e-bike usage has surged significantly, leading to more reports of issues like badly parked bikes causing obstructions.

From October 2024 to October 2025, nearly 3,000 reports were filed on the 'Love Clean Streets' platform, with over 2,400 related to nuisance parking. This underscores the need for improved regulation as new operators enter the London market.

Benefits for Residents and Active Travel

Cllr Florian Chevoppe-Verdier, Cabinet Member for Public Realm, emphasized that rental e-bikes offer a convenient way to get around and support climate action and active travel. However, he acknowledged resident concerns about bikes abandoned on pavements, which affect older residents, disabled individuals, and families with pushchairs.

"With this new agreement, we're making cycling and walking in Hammersmith and Fulham better. And we're making sure our streets work for everyone – whether you ride or not," Chevoppe-Verdier said.

Each new operator will be allowed a fleet of up to 1,000 e-bikes, provided they meet council requirements, including access to live dashboards for officers and sanctions for improper parking. The council aims to balance increased choice and access with maintaining clear, tidy streets for all residents.
