Antonia Romeo, the most senior civil servant under Prime Minister Keir Starmer, has been granted a powerful new mandate to deliver the government's key priorities. This move comes as part of a broader reshuffle aimed at enhancing efficiency and innovation within the UK civil service.
New Objectives for Civil Service Leadership
Following her promotion last month, Romeo has taken over as cabinet secretary and head of the civil service, succeeding Chris Wormald, whose tenure was deemed insufficiently effective by Number 10. Her published objectives emphasize visible leadership with clarity, energy, and passion, alongside fostering a culture of curiosity, innovation, and pride. She is tasked with recognizing high performance and excellence in delivery.
One of her primary responsibilities includes rewriting the civil service code to reform the institution, ensuring it is recognized for excellence in delivery, innovation, and improved productivity. This marks a significant shift from previous approaches, highlighting a renewed focus on tangible outcomes.
Darren Jones Shifts Role to Broader Reforms
Concurrently, Darren Jones, the chief secretary to the prime minister and chancellor of the duchy of Lancaster, has transitioned to a role more centered on wider Whitehall reforms. According to Cabinet Office sources, Jones will maintain his title but spend less time on day-to-day operations at Downing Street, now that a new team is in place. He successfully assisted in a turnaround at Number 10 and will now concentrate on civil service reform and implementing digital ID plans, while continuing to chair meetings and handle issues for the prime minister.
Jones was appointed to his role last September to strengthen Starmer's operation after the departures of communications chief James Lyons and press chief Steph Driver. His shift reflects the evolving dynamics within the government's administrative structure.
Women Take on Key Leadership Positions
The promotions of Antonia Romeo and Vidhya Alakeson, who is serving as interim chief of staff, signify that the most influential roles focused on delivering government priorities are now held by women. Alakeson, one of two deputies promoted after Morgan McSweeney's resignation, is performing exceptionally well and is a leading candidate for the permanent position. Jill Cuthbertson, the other co-chief of staff, is currently on parental leave.
Additionally, the communications director role remains vacant, with longstanding press aide Sophie Nazemi taking on interim duties following Tim Allan's resignation. This leadership realignment underscores a commitment to diversity and effective governance.

Her five headline objectives include leading the official delivery of the prime minister's priorities, acting as the principal policy adviser, supporting effective Cabinet government and decision-making, reforming the civil service, and leading an impartial, curious, and engaged civil service.
These goals clarify that Romeo will serve as both the main civil service adviser to the prime minister and the leader of the civil service, despite recent calls to separate these roles. This dual responsibility emphasizes her central role in shaping the future of UK public administration.
