The meeting comes as both Canada and India find themselves embroiled in disputes with their largest trading partner, the United States. Carney's government has been actively seeking to hedge against this trade uncertainty, with the prime minister using much of his time in office to signal the need for restructuring political and economic relations in response to weakened international institutions and shifting alliances.

Despite sharing the world's largest unprotected border and one of the most integrated economies on the planet, the United States under Donald Trump has repeatedly bullied Canada, prompting Carney to pledge a doubling of Canada's non-US exports within the next decade. This ambitious goal has fueled his government's keen interest in strengthening ties with India.

India's Economic Appeal and Mutual Opportunities

Partha Mohanram, director of the India Innovation Institute at the University of Toronto, emphasized India's strategic importance, stating, "India is the most populous country in the world right now and by most accounts the fastest growing big economy in the world. It's a tremendous country to hitch your wagon to." He noted that most other wealthy economies are stagnant due to demographics, making a deal with India particularly attractive for accessing a rapidly expanding market.

Current trade between Canada and India is valued at less than C$15 billion, which is considered negligible. However, Canada's Indo-Pacific strategy identifies India as a key trading partner in the region. Ahead of his visit to Delhi, Carney and his delegation held meetings with business leaders in Mumbai, with optimism surrounding a potential 10-year, US$2.8 billion uranium supply deal as a significant outcome.

Diplomatic Reset and Historical Context

Much of the groundwork for this visit has been handled by India's high commissioner to Canada, Dinesh Patnaik, who stated, "Both the prime ministers are very keen, so the intent is there on both sides" regarding strengthening economic ties. This eagerness contrasts sharply with the blunder-ridden 2018 trip by former Canadian Prime Minister Justin Trudeau, which was marred by a cool reception and the embarrassing inclusion of a Sikh separatist supporter at an official event.

Patnaik highlighted the transformation in relations, saying, "Relations have transformed over the last few months ... This visit will put a stamp on all the activities that have happened to solidify the relationship and to take it to the next level."

Challenges and Security Concerns

Despite Modi's efforts to focus the trip on trade and business, questions persist regarding India's campaign of transnational repression, which has placed Carney in a challenging position. In 2023, Trudeau accused India of orchestrating the assassination of Sikh activist Hardeep Singh Nijjar, a Canadian citizen. Subsequent expulsions of Indian diplomats and ongoing security threats have complicated bilateral relations.

Shortly before Carney's departure, a senior Canadian official expressed confidence that India's campaign of threats and violence had ended, asserting that the trip would not proceed otherwise. However, Canada's Public Safety Minister Gary Anandasangaree later admitted to outstanding security issues with India, indicating that more work remains to be done.

As both nations navigate their spats with the United States, this meeting underscores a shared sense of being ill-treated by their common ally, fostering a unique opportunity for mutual cooperation and economic growth.
