Hounslow Council has come under intense scrutiny after it fined an NHS nurse £1,000 for fly-tipping, while simultaneously failing to collect household waste over 2,000 times during the same period. The council has refused to cancel the penalty despite a petition garnering more than 2,200 signatures in support of the nurse.

Nurse Fined for Envelope Next to Overflowing Bins

Loretta Alvarez, a mental health nurse based in Feltham, received the hefty fine after council workers discovered her name and address on a cardboard envelope. She had placed the envelope on a pile of cardboard next to overflowing communal bins outside her flats in October 2025. The council defended its decision, with Councillor Pritam Grewal stating it was confident in issuing the maximum fly-tipping penalty, equivalent to that for dumping a van full of waste.

Missed Bin Collections Spike in Same Quarter

From October to December 2025, Hounslow Council's waste contractor, Lampton Recycle 360, missed 2,080 bin collections, with 1,253 missed in December alone. This represents a significant increase compared to earlier in the year: 1,651 collections were missed between April and June, and 1,522 between July and September, both above the council's quarterly target of 1,500. Council documents attribute the worsening numbers to garden waste reporting issues and system errors, prompting a review by Lampton Recycle 360.

Council Also Lags on Education, Health and Care Plans

In addition to waste management failures, Hounslow Council is severely behind on completing Education, Health and Care Plans (EHCPs) within the legal 20-week limit. Between October and December 2025, only 17.1% of plans were completed on time, far below the 90% target. Performance had declined throughout the year, from 47.1% in the first quarter to 27.6% in the second. Delays in assessments ranged from two to 21 weeks, impacting statutory deadlines.

The council report cites a heavy workload and backlog clearance as reasons for the missed targets, with a capacity issue arising from 15 educational psychologists funneling work into a team of just five officers. To address this, the council secured additional support and is implementing internal monitoring and duty reviews.

Positive Outcomes in Youth Engagement

Despite these challenges, Hounslow Council exceeded expectations in some areas, particularly for young people. It beat the 94% target for 16-18 year olds in education, employment, or training, and outperformed the 65% target for care leavers in this age group, achieving 73.74% in the last quarter.

The ongoing issues with bin collections and EHCPs highlight significant operational struggles within Hounslow Council, raising questions about resource allocation and public service priorities amid the controversy over the nurse's fine.
