A serving Metropolitan Police detective has been dismissed from the force and banned for life from policing after being found guilty of sexually assaulting a colleague in a pub bathroom.
Details of the Off-Duty Assault
The incident occurred on Thursday, 7 December 2023, while both officers were off-duty. Detective Constable Eugene Emmanuel, who was attached to Specialist Crime South, inappropriately touched another officer in the urinal area of a pub.
A misconduct hearing, which concluded on Thursday, 18 December 2025, found that DC Emmanuel's actions amounted to a serious breach of professional standards. The panel determined he had committed gross misconduct through discreditable conduct.
Force Condemns 'Unacceptable' Behaviour
Detective Chief Superintendent Neil Cochlin, head of the unit, strongly condemned Emmanuel's actions. He stated that the behaviour "fell well short of that expected of a serving officer" and emphasised a zero-tolerance stance.
"There is no place for sexual misconduct in policing, or in any workplace and it is something we will not tolerate," DCS Cochlin said following the hearing's conclusion.
Career-Ending Consequences
The hearing ruled that the gross misconduct was so severe it warranted immediate dismissal. Furthermore, DC Emmanuel will be placed on the barred list maintained by the College of Policing.
This sanction has permanent career implications. Being on the barred list prohibits any future employment not only with the Met but with:
- Any police force in the UK.
- Local policing bodies.
- The Independent Office for Police Conduct (IOPC).
- His Majesty's Inspectorate of Constabulary and Fire and Rescue Services (HMICFRS).
