The Windmill, a historic Soho strip club that famously remained open throughout the Blitz, has applied to renew its sexual entertainment licence. The venue, now operating as Rhino at the Windmill, has faced a difficult recent history, including licence revocation in 2018 and closure in September 2024 due to a landlord dispute.
Objections from Locals
Several residents have objected to the application, citing concerns about management and the venue's location just 150 yards from Soho Parish Primary School. One objector wrote: "It is well known that the premises has had a difficult recent history, including licence eviction, compliance issues, regulatory intervention, objections from locals and ongoing financial instability." Another noted that the atmosphere on Great Windmill Street had improved since the club closed.
Applicant's Response
Legal counsel for RKW Limited, a subsidiary of Spearmint Rhino, assured residents that security and management would ensure the site is well-run. They stated that compliance issues were related to previous management. The counsel also highlighted that the school is in an area where up to 25 sexual entertainment venues are permitted.
Background and Hearing
The Windmill, which opened in the 1930s, was taken over by Spearmint Rhino and reopened in April 2025. A licensing hearing will be held by Westminster City Council on July 2, 2025. If approved, the club may operate from 9am to 5am Monday to Saturday.
