Thousands of learner drivers across the United Kingdom are set to receive automatic refunds following a significant regulatory crackdown on the country's largest driving school operator. The Competition and Markets Authority (CMA) has mandated that the AA must reimburse more than 80,000 individuals who were subjected to hidden fees during their lesson booking process.
Substantial Financial Penalties and Restitution
The AA, which operates both AA Driving School and BSM Driving School, has been ordered to refund over £760,000 to affected customers while simultaneously facing a substantial £4.2 million fine. This decisive action comes after an investigation revealed that the driving schools employed an illegal practice known as drip pricing, where mandatory fees were concealed during the initial booking stages.
Sarah Cardell, Chief Executive of the CMA, emphasized the importance of pricing transparency: "If a fee is mandatory, the law is clear: it must be included in the price from the very start – not added at checkout – so consumers always know what they need to pay. At a time when people are watching every pound, dripped fees can tip the balance."
Who Qualifies for Refunds and How They Will Be Processed
Eligibility for refunds extends to customers who booked driving lessons through AA or BSM websites between April and December 2025. The problematic practice involved displaying a £3 booking fee only at the final checkout stage, after learners had already selected their lessons and entered personal details.
Affected individuals will receive approximately £9 on average, though the exact amount will vary depending on the number of separate lesson packages purchased. The refund process has been designed for maximum convenience:
- No action is required from affected customers
- AA Driving School and BSM Driving School will contact eligible individuals directly
- Refunds will be automatically processed to the original payment card
- Alternative arrangements, including cheque payments, will be made where card refunds are not possible
Industry Response and Regulatory Context
The AA expressed disappointment with the investigation outcome while committing to full compliance. A spokesperson stated: "Although the £3 booking fee was made clear to customers prior to their purchase, we acknowledge it should have also been displayed at the start of the online booking journey. Having listened to the regulator, we made immediate changes to our website to make the £3 booking fee more prominent."
This enforcement action occurs against a backdrop of ongoing challenges within the driving instruction sector. The industry continues to grapple with significant backlogs in driving tests, a lingering consequence of pandemic-related disruptions. Current average wait times have ballooned to approximately 22 weeks, compared to just five weeks before COVID-19.
These extended delays have created secondary problems, including the emergence of third-party websites using automated systems to hoard test slots and resell them at premium prices. In response to these systemic issues, the government implemented measures last year to increase testing capacity by 10,000 monthly appointments and enlisted military driving examiners to help alleviate the backlog.
