Senior US Official Calls for European Leadership in NATO Defense Strategy
In a significant address to NATO defense ministers, a top American official has urged European allies to take the lead in defending their own continent, while reassuring them that the United States remains committed to the alliance. Elbridge Colby, the US Under Secretary of War, delivered this message during a high-level meeting in Brussels, emphasizing the need for a strategic shift in response to evolving global threats.
A New Strategic Reality Demands European Responsibility
Colby articulated that the post-Cold War era, often described as a "unipolar moment," has definitively ended. He stated that power politics has resurfaced on the global stage, with military force being deployed at an unprecedented scale. This new reality necessitates a fundamental reassessment of NATO's roles and responsibilities. The official underscored that European members of the alliance must now embrace "primary responsibility" for the conventional defense of their homelands.
This shift is not framed as an abandonment by the United States, but rather as a pragmatic adaptation. Colby explained that US military resources and focus are increasingly directed toward what the administration perceives as the most pressing threats to American interests, particularly within the Western Hemisphere. However, he simultaneously warned that NATO must prepare for the possibility of adversaries launching coordinated or opportunistic strikes across multiple global theaters simultaneously.
Returning to NATO's Foundational Principles
The US official framed this call for European leadership as a return to NATO's original Cold War ethos. He recalled that the alliance, when founded in 1949, was built on a foundation of "hard-nosed, realistic, clear-eyed approach to deterrence and defence." Colby argued that the expectation for all allies to "pull their weight" was central from the beginning, but that this discipline eroded in the decades following the Cold War as NATO's focus shifted to out-of-area operations in conflicts like Afghanistan and Iraq.
Colby, representing Secretary of War Pete Hegseth at the talks, introduced the concept of "NATO 3.0." This vision describes a modernized alliance that more closely resembles its original, deterrence-focused purpose. "This 'NATO 3.0' requires much greater efforts by our allies to step up and assume primary responsibility for the conventional defence of Europe," he asserted, according to a published transcript of his remarks.
Reassurance Amid Strategic Reprioritization
The message was delivered against a backdrop of allied concerns regarding US commitment, especially following the return of former President Donald Trump to the White House. Colby sought to directly address these anxieties. "This is not an abandonment of NATO. To the contrary, it is a return to and validation of its foundational purpose," he stated explicitly.
He praised European allies for responding to calls to increase defense and broader security spending, noting commitments to raise expenditures toward 5% of GDP, a significant increase from the longstanding 2% defense spending target. However, Colby emphasized that this European leadership must be sustainable and durable, grounded in a rigorous assessment of capabilities and the strategic environment.
The official concluded by framing the policy as one of "strategic pragmatism," asserting that empowering Europe to lead its own defense ultimately makes the entire alliance stronger and safer.
