Progressive lawmakers in the United States Congress have issued a stark ultimatum: they will block all funding for the Department of Homeland Security (DHS) unless significant reforms are made to immigration enforcement. This decisive move follows the fatal shooting of a US citizen by an Immigration and Customs Enforcement (ICE) agent during a controversial operation in Minneapolis.
A Line in the Sand: The Progressive Caucus's Demands
The Congressional Progressive Caucus, a group of around 100 Democrats, made its declaration on Tuesday, 20 January 2026. The announcement intensifies pressure on Congress as it races against a month-end deadline to pass a series of funding bills and avoid a partial government shutdown. The caucus's deputy chair, Ilhan Omar, who represents most of Minneapolis, stated unequivocally at a US Capitol press conference: "Our caucus members will oppose all funding for immigration enforcement in any appropriation bills until meaningful reforms are enacted to end militarised policing practices."
Omar argued that Congress should not continue financing agencies that "operate with impunity" and "escalate violence."
