London Police Officer Receives Written Warning for 'Rude and Belittling' Conduct

A City of London Police officer has been issued a final written warning following a misconduct panel's determination that she engaged in "belittling" behavior toward members of the public. Acting Sergeant Aimee Tuppen-Griffiths faced criticism for her treatment of two individuals, including one who attempted to de-escalate an arrest situation.

Misconduct Panel Findings and Officer's Response

The misconduct hearing, which reviewed two separate cases investigated by the Independent Office for Police Conduct (IOPC), found that PC Tuppen-Griffiths acted "in a peremptory, brusque and unacceptable way." While allegations of racial discrimination were not proven, the panel concluded she failed to maintain professional standards during interactions with the public.

PC Tuppen-Griffiths admitted her tone was unacceptable and expressed contrition during proceedings. She told the panel she felt "mortified" when reviewing body-worn footage, acknowledging clear failings in her conduct. The officer made full admissions regarding her suboptimal behavior while maintaining her denial of racial discrimination claims.

Two Separate Incidents Under Scrutiny

The panel examined two distinct cases involving PC Tuppen-Griffiths:

  • February 2023 Traffic Stop: PC Tuppen-Griffiths stopped Mr Waeil K for speeding, handcuffed and arrested him, then declined to authorize his detention at custody. The panel found she failed to treat Mr K with respect but determined the handcuff application wasn't disproportionate and the drug swipe wasn't unreasonable.
  • April 2024 Moorgate Incident: During a road traffic stop where a Black male had been arrested, Miss M (a Black female working nearby) approached to de-escalate the situation. PC Tuppen-Griffiths was found to have treated Miss M "in a rude, belittling and unacceptable way," including telling her to "go and get on with your little life" or similar words, and ironically waving goodbye.

Police Leadership Response and Professional Standards

Chief Superintendent Sanjay Andersen, Head of Professionalism and Trust for the City of London Police, emphasized that disrespectful behavior toward the public is unacceptable. He stated: "We take all allegations of racial discrimination by our officers seriously and the IOPC investigated which led to the misconduct proceedings."

Andersen added that while racial discrimination allegations weren't proven in this case, both incidents highlight the critical importance of police officers upholding the highest standards of professionalism during public interactions. The final written warning issued to PC Tuppen-Griffiths will remain in effect for two years.

The City of London Police, responsible for enforcement across the Square Mile financial district, maintains that all officers must demonstrate appropriate conduct when engaging with community members. This case underscores ongoing scrutiny of police interactions with the public and the mechanisms in place to address professional standards violations.
