A headteacher has been banned from teaching indefinitely after using school funding to buy a car for personal trips, altering term dates to accommodate her luxury cruises, and wasting public money on equipment barely used by the school.
Misuse of School Funds and Vehicle
Joy Ballard, 49, who led Ryde Academy on the Isle of Wight, purchased a Peugeot 5008—typically costing upwards of £38,000—without authorisation, claiming it was for school visits. However, evidence showed she used the car for personal trips, including a ferry journey to France during the 2024 Easter holidays. The car clocked 22,000 miles, and its registration was used to book a Portsmouth-to-Caen crossing. The vehicle was also photographed with a UK sticker required for driving on the continent. Ballard later admitted using the car for the trip, for which she was not insured. She insisted she bought the vehicle due to high taxi costs on the island but admitted to commuting in it.
Altering Term Dates for Holidays
A teacher misconduct panel found that Ballard changed school term dates to suit her own holidays. She delayed the start of the 2023/24 Christmas holidays by three days (from December 15 to December 18) and returned a day later (January 3 instead of January 2) to accommodate a cruise. Staff were only informed a week before the break, despite Ballard deciding on the change as early as February. She admitted being away on January 3, as her ship docked at Southampton that morning. She also left early on February 10, 2023, during an INSET day, to board another cruise.
Waste of Taxpayer Money
Ballard conceded to wasting public money on camping equipment meant for school activities but loaned to staff for family holidays. Colleagues contradicted her claims of lacking facilities, noting available playing fields. She also used the school reward budget to order at least one karaoke machine for house competitions and X Factor-style events, but admitted it was unnecessary after the school invested in new technology. Additionally, she bought two LG televisions with public money for the gym, only to raffle them off. Ballard also kept cash from mufti days in her handbag instead of the safe, delaying banking the funds.
Background and Consequences
Ballard, formerly head of Willows High School in Cardiff, gained fame on Channel 4's Educating Cardiff for improving results. She also appeared on This Morning and Capital FM. Marc Cavey of the Teaching Regulation Agency stated her conduct was 'dishonest and lacking in integrity' and fell 'significantly short of the standards expected of the profession.' He noted that while some staff supported her, she showed little evidence of 'developed full insight' into her behaviour. Ballard has been banned from teaching indefinitely and cannot request a review for at least two years.
