Debra Warren, the Chief Executive of Greenwich Council, has been accused of being a "bully with no moral compass" after repeatedly taking members of her family to court. Warren, who earns between £215,000 and £220,000 annually, recently pursued legal action to recover a £1,000 gift given by her now-deceased mother nearly 10 years ago.
Legal Action Over £1,000 Gift
As executor of her mother Doreen Buckingham's estate, Warren claimed that the £1,000 given to her aunt, Janet House, was made under undue influence while her mother was ill. The case was heard at the Royal Courts of Justice in London on April 8, 2026, but Deputy District Judge Hill dismissed the claim because Warren did not attend court. This marked the second time Warren had filed a claim against a family member and failed to appear.
Janet House, in her 80s and with mobility issues, was represented by her daughter Karen. Karen expressed relief after the case was thrown out, stating she could now focus on her mother's recovery from a broken leg.
Background of the Dispute
Warren filed the claim in Dartford County Court to recover £1,000 plus £780.34 in interest and £200 in court fees. The gift was made in July 2016. In her claim, Warren argued that her mother did not habitually make significant gifts and suggested undue influence. However, Janet House's witness statement countered that the gift was a gesture of appreciation for her help after Buckingham fell ill in March 2016. House regularly visited her sister-in-law, assisted with household tasks, and accompanied her to appointments.
House noted that the cheque was written by Warren's brother, Patrick Buckingham, due to their mother's shaky hands. She called Warren's allegations "completely ridiculous," emphasizing that the gift was Buckingham's own decision.
Allegations of Bullying
House claimed that Warren and her son Max arrived at her home in July 2024 to demand repayment, describing their behavior as "appalling" and "intimidating." House stated, "Debra appeared to be very nervous... She is a bully with no moral compass." The incident caused considerable distress to House and her husband.
Patrick Buckingham, Warren's brother, corroborated House's account and refuted claims of undue influence. He also revealed that Warren herself had written cheques on their mother's behalf, including one for £4,751 to herself in August 2016. He noted the irony of Warren questioning a £1,000 cheque while showing no concern about larger gifts made by her son.
Previous Legal Actions
Warren had previously taken legal action against her brother. In June 2021, she sought to become the sole executor of their mother's estate, which was settled in 2023. In January 2024, she claimed her brother caused £4,536 in damage to their mother's front door. That case was also thrown out after Warren failed to appear, and she was ordered to pay £3,947 in costs for unreasonable behavior.
Patrick Buckingham suggested that Warren's recent claim against Janet House was an attempt to "settle past scores" after being barred from bringing further claims against him. He stated, "It is difficult to avoid a conclusion that Debra is once again abusing her position as sole executor."
